Customer Assistance Programs

Our assistance programs are designed to provide financial relief for income-qualified residential customers having difficulty paying their PWSA bill.

Apply for the Bill Discount Program, Winter Shut Off Moratorium, and Lead Service Line Replacement Reimbursement online by completing our application. To determine if you are eligible, review the income eligibility chart at the bottom of the page or enter your income into the available income calculator. Bill Discount Program

Provides first 1,000 gallons of water/wastewater conveyance for free plus 85% reduction of the stormwater fee

≤ 200% of FPL
Line Repair and Water Conservation Pilot

Free leak repairs on exposed plumbing and installation of water saving devices 

≤ 200% of FPL
Flexible Payment Arrangements with Arrearage Forgiveness $40 forgiven monthly for each on-time payment in an active, income-based payment plan ≤ 200% of FPL
Winter Moratorium Protection from service termination due to non-payment from December 1st through March 31st ≤ 300% of FPL
Lead Service Line Replacement Reimbursement Program Up to 100% reimbursement of the cost of proactive lead service line replacements lead.pgh2o.com/leadreimbursement/
Hardship Grants Up to $450 annual grants for each water and wastewater conveyance service ≤ 200% of FPL
ALCOSAN Clean Water Assistance Fund

$45 quarterly grants

Rights of Domestic Violence Victims

Special protections are available for any applicant or customer who provides the Pittsburgh Water and Sewer Authority (PWSA) with a copy of a Protection From Abuse (PFA) court order or any other court order that contains clear evidence of domestic violence. If you or someone you know is a victim of domestic violence, the Women's Center & Shelter of Greater Pittsburgh (WC&S) provides free and confidential services for all domestic violence victims regardless of race, gender, sexual identity or other factor.
