Pittsburgh Water and Sewer Authority (PWSA) contracts with engineering firms, construction companies, professional consultants, and a variety of vendors to provide the equipment and supplies needed to deliver water services to the City of Pittsburgh. From infrastructure projects to modernize our facilities, contractors to support our operational work, and the materials needed to treat and process water, many of our contracts range from several thousand dollars to several million dollars depending upon the project and scope of work. 

It’s important that companies interested in bidding on or submitting proposals can easily find the information they need to participate in these opportunities. The following information lists current opportunities, describes the process, and will help you get started.

Current Solicitations

 

Invitation for Bids for the 2019 Saw Mill Run Streambank Restoration Project

PWSA PROJECT NO. 2018-GI-107-0

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com. There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be directed to Thoryn Simpson, Senior Contract Specialist via e-mail: tsimpson@pgh2o.com, no later than June 28, 2019.

Work under this contract includes repairing eroding sections of Saw Mill Run’s streambanks at two different locations in order to restore several Municipal Separate Storm Sewer System (MS4) outfalls that discharge directly into Saw Mill Run. 

All Bidders interested in submitting a bid in response to this solicitation are invited to attend a Pre-Bid Meeting to be held on June 26, 2019 at 11:00 a.m. EST in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA 15222. 

Bids are due July 12, 2019 at 2:00 P.M. EST.

 


INVITATIONS FOR BIDS (IFB) FOR THE 2019/2020 PUMP AND MOTOR SERVICE CONTRACT RE-BID

PWSA PROJECT NO. 2019-OPS-110-0

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be to Nicole Dickun, Procurement Manager, via e-mail:  ndickun@pgh2o.com, no later than June 19, 2019.

Work under this contract includes on-call service to provide on-site and shop inspection, repair, and/or replacement of pumps, motors, and appurtenances including isolation and control valves and other components necessary to maintain a functioning pumping system.  Pumping systems are located across PWSA’s service area and include motors in excess of 2,000 horsepower.

Bids must be accompanied by a Bid Bond in the amount of Ten Percent (10%) of the bid for the project under construction.  Said Bond shall be duly and legally executed with a Surety or Trust Company which has complied with City Ordinances/Resolutions relating thereto.  A Performance Bond and Labor and Material Bond in the amount of 100% of the contract value for each awarded project will be required after award.

Invitation for Bids for the Pressure Monitor Line Installation Contract

PWSA PROJECT NO. 2017-325-114-1

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com. There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be directed to Nicole Dickun, Procurement Manager, via e-mail: ndickun@pgh2o.com, no later than June 20, 2019.

Work of the Contract includes the installation of service lines and meter pits for the connection of pressure monitors (by others) of the public water system, including water mains, service connections, meter crocks, and hydrants as required or directed.

All Bidders interested in submitting a bid in response to this solicitation are invited to attend a Mandatory Pre-Bid Meeting to be held on June 12, 2019 at 10:00 a.m. EST in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA 15222.

INVITATION FOR BIDS (IFB) FOR THE 2019 CATCH BASIN AND INLET REPLACEMENT CONTRACT

PWSA PROJECT NO. 2019-424-107-0

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be to Nicole Dickun, Procurement Manager, via e-mail:  ndickun@pgh2o.com, no later than June 20, 2019.

Work under this contract includes the strategic replacement of catch basins and storm inlets throughout the system to replace failed units, increase stormwater control and reliability, and minimize disturbance in the community.

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on June 11, 2019 at 11:00 a.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. The purpose of this meeting is to give an overview of the contract requirements and to allow Bidders to ask questions. The individual responsible for overseeing the successful completion of the Project, such as the Bidder’s project executive or project manager for the Owner’s Project must be in attendance at the mandatory Pre-Bid Meeting.

Bids are due June 27, 2019 at 2:00 P.M. EST.

 


 

Invitation for Bids for the Locating and Identifying Underground Facilities

PWSA PROJECT NO. PWSA122

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be directed to Thoryn Simpson, Senior Contract Specialist, via e-mail: tsimpson@pgh2o.com, no later than June 11, 2019.

It is the intent of the Authority to establish a contract to locate and identify Authority’s underground facilities when notified by the Pennsylvania One Call Center. The Contractor shall provide all labor, material, equipment, tools, and appurtenances necessary in order to complete the scope of work required.

Bids are due June 18, 2019 at 2:00 P.M. EST.

 


 

Request for Qualifications (RFQu) for 2019 Professional and Technical On-Call Engineering Services

Responses MUST be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be directed to Nicole Dickun, Procurement Manager, via e-mail: ndickun@pgh2o.com, no later than June 13, 2019 at 4:00 P.M.  EST.

All Offerors interested in submitting qualifications in response to this solicitation are invited to attend a Mandatory Pre-Proposal Meeting, to be held on May 23, 2019 at 10:00 a.m. EST in the Authority’s Conference Room, 1200 Penn Ave., Pittsburgh, PA, 15222.  The purpose of this meeting is to give an overview of the contract requirements and to allow Offerors to ask questions.  This meeting is for informational purposes only.  An addendum will be issued for any binding modifications to this solicitation.

REQUEST FOR PROPOSALS (RFP) FOR THE A-42 SEWERSHED GSI IMPLEMENTATION DESIGN PROJECT

Work of the Contract includes professional engineering, landscape architecture, ecological, and hydrology services for the A-42 Green Stormwater Infrastructure (GSI) Conceptual Design Project.

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on April 4, 2019 at 10:00 a.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. The purpose of this project is to establish an inventory of all washouts in the water system and develop recommendations for their disconnection.

Submitting a Bid or Proposal

Contractors, consultants, and vendors interested in submitting a bid or proposal in response to an advertised solicitation should be sure to follow the instructions provided in the announcement and/or solicitation.
 

Awarding Contracts

The PWSA Board of Directors approves the award of contracts, when required by the Delegation of Authority, at monthly public PWSA Board Meetings. Our meetings are held on the last Friday of each month unless otherwise noted or announced.
