The Pittsburgh Water and Sewer Authority (PWSA) contracts with engineering firms, construction companies, professional consultants, and a variety of vendors to provide the equipment and supplies needed to deliver water services to the City of Pittsburgh. From infrastructure projects to modernize our facilities, contractors to support our operational work, and the materials needed to treat and process water, many of our contracts range from several thousand dollars to several million dollars depending upon the project and scope of work. 

It’s important that companies interested in bidding on or submitting proposals can easily find the information they need to participate in these opportunities. The following information lists current opportunities, describes the process, and will help you get started.

It is the intent of the Pittsburgh Water and Sewer Authority (“Authority” or “PWSA”) to establish a contract for Pickup and Removal of Clean Fill, as described in this solicitation, on an “as needed” basis.

Request for Proposal for Redesign of the Pittsburgh Water and Sewer Authority’s Website

Through the issuance of this Request for Proposals (RFP), the Authority is seeking a website development vendor to assist with the redesign of its website, www.pgh2o.com. Our website is our primary marketing channel and it is due for an upgrade that will improve navigation, enhance the overall user experience, provide PWSA staff with more control of the site, and establish a new user-friendly design.

Request for Proposal for Stormwater Program Implementation-Surface Mapping 

PWSA PROJECT NO. 2018-GI-100-0

Through the issuance of this Request for Proposals (RFP), the Authority is interested in soliciting proposals (Proposals) from firms that are financially and technically qualified to provide a comprehensive geodatabase of impervious surface feature class layers for the City of Pittsburgh.
 
All Offerors interested in submitting a proposal in response to this solicitation are invited to attend a Pre-Bid Meeting, to be held on August 28, 2018 at 10:00 a.m. in the Authority’s Conference Room, 1200 Penn Ave., Pittsburgh, PA, 15222.  The purpose of this meeting is to give an overview of the contract requirements and to allow Offerors to ask questions.

The purpose of this contract is for the removal of Powdered Activated Carbon (Watercarb-800, SDS sheets and certificate of analysis included) removal as described in the solicitation.
 
All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on Thursday, August 30, 2018. Bidders shall meet in the Water Treatment Plant located at 900 Freeport Rd. Pittsburgh, PA 15238, promptly at 10:00 a.m. The purpose of the meeting is to give an overview of the contract requirements and to allow Offerors to ask questions. No further site visits will be made available.

Through the issuance of this RFP, PWSA is seeking qualified design firms that are financially and technically qualified to perform the scope of services as described herein. PWSA is interested in those firms that provide innovative solutions to the challenges of constructing this pipeline through heavily congested neighborhoods. PWSA is looking for firms that have experience in design and construction of large diameter transmission mains, trenchless technologies and can exhibit cost savings and schedule acceleration.  
 
All Bidders interested in submitting a proposal must attend a MANDATORY Pre-Bid Meeting to be held in the Authority’s Conference Room, 1200 Penn Ave. Pittsburgh, PA 15222 on Tuesday, August 21, 2018 at 10:00 a.m. The purpose of this meeting is to give an overview of the contract requirements and to allow Offerors to ask questions.

Submitting a Bid or Proposal

Contractors, consultants, and vendors interested in submitting a bid or proposal in response to an advertised solicitation should be sure to follow the instructions provided in the announcement and/or solicitation.
 

Awarding Contracts

The PWSA Board of Directors approves the award of contracts, when required by the Delegation of Authority, at monthly public PWSA Board Meetings. Our meetings are held on the last Friday of each month unless otherwise noted or announced.
