The Maryland Avenue Stormwater Improvement Project uses cost-effective green stormwater solutions in Shadyside to reduce runoff entering the combined sewer system. These stormwater solutions are located within the public right of way (public streets and sidewalks).

Project Goals

  • Capture and store stormwater runoff before it reaches our overwhelmed combined sewer system
  • Reduce combined sewer overflows in the A-22 sewershed
  • Reduce basement backups and neighborhood flooding

Phase One: Howe Street and Kentucky Avenue

  • Permeable pavers, storm inlets, and underground stone storage were installed in portions of the parking lanes on Kentucky Avenue and Howe Street between South Negley Avenue and College Street.
  • PWSA coordinated with City Forestry to protect healthy mature street trees and replace removed trees.

Maintenance

  • PWSA contractor crews periodically perform maintenance on the permeable paver parking lanes along Kentucky Avenue and Howe Street. Temporary no parking signs will be posted as needed.

Downspout Disconnection Pilot Program Update

  • Prior to construction, PWSA offered some properties on the 5700 block of Howe Street the opportunity to participate in a pilot program to disconnect their downspouts and direct stormwater runoff from their roofs into the new stormwater infrastructure located in the street.
  • Due to specific challenges for properties and lack of widespread interest to connect into the proposed system, PWSA did not implement this downspout disconnection pilot program as part of this construction project. An update letter was provided to all affected residents, dated May 24, 2022.
  • Stormwater storage volume constructed in the public right of way was not impacted by this change.

Location Details:
The project area is located near Kentucky Avenue, South Negley Avenue and Summerlea Street, Alder Street, and South Highland Avenue. The first phase of the project includes Howe Street and Kentucky Avenue between South Negley Avenue and College Street.

Start Date: Kentucky Avenue started late June 2021. Howe Street started March 2022.

Completion Date: Kentucky Avenue completed December 2021 (tree plantings completed May 2022). Howe Street completed early September 2022 (tree plantings completed early June 2022).
