After a tap-in permit is issued, contractors can start site prep work for water and sewer service. Read through our tap installation procedures to understand the responsibilities of the property owner and find out who to contact at key points during the process.
Water Taps
No tap connections will be installed or inspected prior to establishing an account and installing a meter. PWSA will set up an account when the permit is paid for and picked up at our permit counter. The applicant is then responsible to schedule a time for meter installation and inspection by contacting our AMI department.
Service line and tap installation responsibilities are as follows:
1" service lines
The customer is responsible for excavation and installation of the service line from inside the structure to the tap, curb stop/box, and valves. PWSA will install the tap. The customer must backfill and restore. After installation, PWSA is responsible for the maintenance of service line from the point of connection to and including the curb stop/box. The property owner is responsible for the maintenance of the service line from the curb box to the building.
1 1/2" service lines
The customer is responsible for excavation and installation of the service line from the building to the tap, curb stop/box, and valves. PWSA will install the tap. The customer must backfill and restore. After installation, the customer is responsible for the maintenance of the entire water service line valves, curb stop/box, tap, and other related infrastructure.
2" or larger service lines
The customer is responsible for excavation and installation of the service line from the building to the tap, curb stop/box, and valves. If a tapping sleeve is required, the customer is to install the sleeve on the main and PWSA will install the tap. If a cut-in tee is required, the customer will need to apply for a waterline shut permit and install the tee. The customer must backfill and restore. After installation, the customer is responsible for the maintenance of the entire water service line valves, curb stop/box, tap, and other related infrastructure.

Sewer Taps

All sewer service laterals
The customer is responsible for excavation, installation, and connection of the sewer service lateral from the building to the PWSA main. This includes installation of the wye. The customer must schedule a PWSA inspector to be in site during installation and backfilling at least 3 business days in advance.
